Richard A. Handlon Correctional Facility is an active Michigan Department of Corrections prison, also identified by the abbreviation MTU. The Level II institution opened in 1958. Its people are serving state sentences. When a name no longer appears at Handlon, the next event can be parole, a transfer to another MDOC prison, a move to another authority, or eventual discharge from state supervision. Geography does not turn any of those events into an Ionia County jail release.
Parole means conditional release from prison under Board-set terms. The person ordinarily remains supervised by MDOC’s Field Operations Administration. Discharge is the later endpoint, when MDOC custody or supervision ends for the relevant sentence. A transfer keeps the person in custody. A hold or detainer from another authority can also mean a person reaches Michigan parole status yet does not enter the community.

OTIS result columns also include Parole Board Jurisdiction Date, Maximum Date, and Date Paroled. None should be relabeled. Earliest Release Date and Board Jurisdiction Date are eligibility milestones. Date Paroled records a later status event. Discharge Date records the end of MDOC’s role. For a focused written request, identify the person by full name and MDOC number. Add the sentencing court or file, Handlon as the relevant institution, the type of movement or discharge record sought, and a narrow date range. An error rooted in the judgment should first go to the sentencing court. A disputed parole office or supervision status belongs with the assigned MDOC office.

Handlon Programs Versus Release
Handlon’s official programming may prepare people for community return. Participation, completion, or a program assignment does not prove that parole has been granted. It also does not establish a date. Program information can be one part of the broader correctional process, while the Parole Board considers the sentence, offense, institutional conduct, risk information, interview record, and other authorized factors.
The distinction is practical. A family may hear that a person completed a class or moved within the institution and infer that release is next. OTIS and the Parole Release Unit provide the relevant public milestones. An Earliest Release Date shows eligibility, not approval. A favorable Board result can still be followed by plan review, notices, placement work, or a suspension based on misconduct or adverse information before departure.

Michigan’s modern truth-in-sentencing framework also resists simple estimates. For covered offenses, MDOC says the full judicial minimum must be served before parole consideration. That is not an 85 percent rule and does not guarantee release at the minimum.
Handlon Parole Release Route
After a positive Board decision, the Parole Release Unit records the decision, parole date, term, and special conditions. It also makes required notifications and coordinates placement and departure. A question about a granted date or placement therefore belongs with that unit, while a general eligibility question may require the sentence, OTIS milestones, and Board framework.
Once released from Handlon on parole, the profile usually remains active in OTIS as Parolee. Assigned Location can identify a supervision office rather than a prison. The final state endpoint is discharge. At that stage, OTIS can show Current Status as Discharged, an actual Discharge Date, and sentence-level Date of Discharge or Discharge Reason. Public visibility normally lasts three years after supervision ends. A set-aside can cause earlier removal. Older or removed records should be pursued through the sentencing court and MDOC records rather than an unrelated county roster.
Note: An Assigned Location naming a supervision office supports an office assignment, not the exact street address where a parolee lives.
Why Handlon Release Status Changes
A projected or expected Handlon release can change as the legal record develops. OTIS warns that its data can change, so a new status should be traced to the responsible record. The following factors lead to different confirmation offices.

A detainer is a request or legal basis for another authority to hold or receive the person. It can make a parole date look complete in the Michigan record while physical custody continues elsewhere. Follow any transfer destination in the receiving system before stating that the person returned to the community.
Which Ionia Prison Released Them?
Handlon stands in an unusual local cluster. Bellamy Creek, Ionia Correctional Facility, and Richard A. Handlon Correctional Facility are three active MDOC prisons along West Bluewater Highway. Older records may also name Michigan Reformatory. MDOC closed that institution on November 13, 2022, so it cannot be a current custody location even when it remains part of someone’s history.
Use the full facility name, abbreviation, MDOC number, and date. MTU points to Handlon. ICF points to Ionia Correctional Facility, and IBC points to Bellamy Creek. A transfer between those prisons is not release. An “Ionia” label can also mean the county of conviction or a supervision office. Each meaning leads to a different record.
The Ionia County Correctional Center is downtown on Adams Street and belongs to the Sheriff. Its jail phone, court checks, VINE route, and county FOIA process do not replace OTIS for a Handlon prisoner. Resolving state prison versus county jail first prevents a missed profile and keeps a prison movement from being mistaken for release.
Confirm Handlon Parole or Discharge
Use a matched set of records. OTIS supplies the public status, location assignment, parole milestone, and recent discharge data. The sentencing judgment supplies the legal term. Handlon or MDOC can confirm an institutional movement. The Parole Release Unit handles a granted date and placement. The assigned office addresses supervision after departure.
Read actual events separately from estimates. Earliest Release Date does not equal Date Paroled. Date Paroled does not equal Discharge Date. Discharge from MDOC does not certify that no other sovereign has custody. Each field has a narrow job, and each must be checked against the next authority when the record names a transfer or hold.
If OTIS no longer shows the person, consider its three-year post-discharge public limit and the effect of a set-aside. Request historical records from MDOC and the sentencing court without seeking sealed, confidential, or exempt material. A supported Handlon release conclusion identifies the person, the precise MDOC status, the relevant date, the sentence record, and any receiving or supervising authority.
